I am beginning to tire of this particular author's long windedness. I'm not really sure what is meant here - just differences or is it disagreements: Desynchronisations sounds pretty silly to me.

Synchronization of taxation regulations and billing systems between different states, for example in the EU, is a hot topic nowadays.
I agree that it sounds stupid if used in the plural in English, but it does appear to be "a thing". Having said that, it wouldn't be my first choice, as there are better ways to render the meaning.
