Explanation:
Kind of difficult to express in English, and there are probably better ways to do so. I basically understand it to mean that the theatre scene permanently (chronically) suffers from narrowing of opportunities, tightening of budgets, .... etc.,
No doubt one of our colleagues will come along soon with a better suggestion.

agree  neilmac: I like the olde-worlde feel of "beleaguered", but "under the cosh" is a bit brutal IMHO. Dire straits is also neat.
