I am a bit puzzled here. At 15 wale cord is considered a cord with wide Wales. (Breitcord).

Does that mean, that the ridges (Rippen) are closer to each other? Or is there an error in the source?

Explanation:
Je weniger Rippen pro Fläche ein Gewebe aufweist, desto gröber wirkt es optisch. Kabelcord und Breitcord wirken daher eher rau und grob strukturiert.

Wahrscheinlich ist es so gemeint ... aber es ist auf jeden Fall missverständlich.
