Explanation:
Вообще-то, явно имеется в виду панель разделов. Под лентой в ИТ понимаются совсем другие объекты. Написавший так программист наверное имел в виду, что все разделы на экране не помещаются и перемещаются по горизонтали движением мышки или стрелками вправо-влево. Такая панель называется плавающей. В данном случае "плавающая панель разделов"

neutral  Igor Andreev: плавающая немного другое - это панель, которую в отличие от закрепленной (имеющей постоянное место в окне программы) можно свободно перемещать/ то, что вы имели в виду - scrollable (с полосой прокрутки), но все равно не отсюда

  -> Программерский сленг - это вообще отдельная песня. Но таки да, лучше "scrollable". Хотя вполне достаточно просто "section(s) panel". Гугл на эту фразу выдает именно такие картинки, которые описаны в исходнике
