Caution when working in the ground We are very cautious when carrying out excavation work close to mains, and certainly in places where potential damage could be highly detrimental. When needed, we can do vacuum excavation instead of using a regular excavator. All the excavation work is done according to the guidelines on safe excavation (CROW500). This is also done in areas where DPO pipelines are located. If you are planning a mechanical excavation, it is mandatory under the law WIBON (Wet informatie-uitwisseling bovengrondse en ondergrondse netwerken) to notify the Cadastre’s Cable and Pipeline Information Centre (Dutch website). The Cadastre must receive notification of mechanical excavation works 20 to 3 working days prior to the start of the works. The notification of an excavation (to the KLIC cable and pipeline information centre) is forwarded to the DPO by the Cadastre. A letter is then automatically generated and sent to you. This letter states that the pipeline supervisor will contact you to discuss the excavation work. Together with the supervisor, you then make arrangements on how to carry out excavation work close to the pipelines. You will also receive a list of network managers. They are the owners of cables and pipelines in the terrain where you will carry out excavation work. Depending on the location where you have planned your excavation work, you will therefore receive information on pipelines and cables of network managers and the DPO. Excavation work should be properly managed to control risks, including: Planning the work Using cable plans Cable locating devices Safe digging practices Using cable plans Plans or other suitable information about all buried services in the area should be obtained and reviewed before any excavation work starts. If the excavation work is an emergency, and plans and other information cannot be found, the work should be carried out as though there are live buried services in the area. Symbols on electricity cable plans may vary between utilities and advice should be sought from the issuing office. Remember that high-voltage cables may be shown on separate plans from low-voltage cables. Plans give only an indication of the location, and number of underground services at a particular site.
