grondroerder
maar niet voor 'grondroering'

Explanation:
Examine KLIC (Cable and Pipeline Information Centre) report; report present at work location

Excavating close to cables and pipelines -->

■ Work in accordance with basic hygiene standards and CROW 500
■ Work in accordance with the Information Exchange on Underground Networks Act (WIBON)
■ Work in accordance with the ‘Careful excavation’ instruction card
■ Examine KLIC (Cable and Pipeline Information Centre) report; report present at work location
■ Verify location of cables and pipelines
■ Dig test trenches by manually digging one spade deep in advance
■ If necessary, have cables and pipelines made pressure-free/voltage-free by the grid manager

Caution when working in the ground
We are very cautious when carrying out excavation work close to mains, and certainly in places where potential damage could be highly detrimental.

When needed, we can do vacuum excavation instead of using a regular excavator. All the excavation work is done according to the guidelines on safe excavation (CROW500). We always work in compliance with the Wet informatie-uitwisseling bovengrondse en ondergrondse netten (WIBON, the above ground and underground networks information exchange act), and we always submit a KLIC report to the cadastre. We then know exactly who has cables or piping in the excavation area and how we can avoid excavation damage

Notification of excavation work
Contractors, farmers and private individuals carry out frequent excavations, for instance in order to build viaducts, bridges or roads, or to lay cables. This is also done in areas where DPO pipelines are located.

If you are planning a mechanical excavation, it is mandatory under the law WIBON (Wet informatie-uitwisseling bovengrondse en ondergrondse netwerken) to notify the Cadastre’s Cable and Pipeline Information Centre (Dutch website).

The Cadastre must receive notification of mechanical excavation works 20 to 3 working days prior to the start of the works.

The notification of an excavation (to the KLIC cable and pipeline information centre) is forwarded to the DPO by the Cadastre. A letter is then automatically generated and sent to you. This letter states that the pipeline supervisor will contact you to discuss the excavation work. Together with the supervisor, you then make arrangements on how to carry out excavation work close to the pipelines.

You will also receive a list of network managers. They are the owners of cables and pipelines in the terrain where you will carry out excavation work.

Depending on the location where you have planned your excavation work, you will therefore receive information on pipelines and cables of network managers and the DPO. This cable and network information must be present at the location when starting your excavation work.

Damage to underground electrical cables can cause fatal or severe injury and the law says you must take precautions to avoid danger.

Excavation work should be properly managed to control risks, including:

Planning the work
Using cable plans
Cable locating devices
Safe digging practices

Using cable plans
Plans or other suitable information about all buried services in the area should be obtained and reviewed before any excavation work starts.

If the excavation work is an emergency, and plans and other information cannot be found, the work should be carried out as though there are live buried services in the area.

Symbols on electricity cable plans may vary between utilities and advice should be sought from the issuing office. Remember that high-voltage cables may be shown on separate plans from low-voltage cables.

Plans give only an indication of the location, and number of underground services at a particular site. It is essential that a competent person traces cables using suitable locating devices.

"Abstract
In the Netherlands, natural gas is transported by the N.V. Nederlandse Gasunie through 12,000 kilometres of high pressure pipelines. As a result of new insights, a new methodology has been developed to analyse the risks of these pipelines. Both the probability of damage to the pipeline, as the effect modelling have been revised. This research has been done by RIVM in cooperation with Gasunie. Research topics were the extent to which the build environment contributes to the ignition probability, and the consequences of the so-called 'Grondroerdersregeling' (excavation regulation). This regulation, which came into force on July 1, 2008, compels excavators to report digging activities. In addition, it regulates the handling of digging reports by pipeline owners. The law should result in a reduction of pipeline damages. One of the consequences of the new calculation methodology is that zoning distances around pipelines will change. This will lead to about 100 locations with dwellings too close to a pipeline. However, there are measures which, when taken, permit smaller zoning distances in such situations. Agreements with landowners about land utilization and a fence or bollards to protect the pipeline are examples of such measures. In this report the influence of these measures is estimated. Also it is investigated how to reduce the influence of corrosion on the societal risk."

Met deze wet verandert er veel voor zowel u als graver alswel voor netbeheerders. (graven met machine) een Klic-melding te doen."
