Using register-based information it is feasible to apply a progressive tax to the aggregate value of these properties. This tax would serve distributional rather than benefit-tax purposes. Its revenue should, therefore, accrue to the central government, and because of its particular nature it should be considered separately from introduction of the benefit tax on property—the main focus of the report. The benefit of this approach is that ownership is taxed on a recurrent basis—providing annually a steady income stream to the relevant jurisdiction.
