Non sono d'accordo con la resa "lista nazionale specialmente designata" perché nationals è un sostantivo, non un aggettivo, vuol dire "cittadini" con riferimento alla nazionalità.

La spiegazione sul sito ufficiale del ministero americano recita " It also lists individuals, groups, and entities, such as terrorists and narcotics traffickers designated under programs that are not country-specific. Collectively, such individuals and companies are called "Specially Designated Nationals" or "SDNs." "

agree  David Bonnano: Concordo con Claudia Di Meo. "Nationals" va inteso come un sostantivo..."i cittadini". Si parla di misure che colpiscono degli individui, delle persone fisiche e pertanto non delle "nazioni".
