のなかの、ｃreate partsですが、”部品を作成”と訳すと違和感を感じます。
在庫管理、Inventory Issuesに関係している文です。
どのように訳したらよいでしょうか？よろしくお願いします。

PDM(product data management)というのは、製品の企画・設計・受注・生産計画・部材手配・製造・出荷における、すべての情報を一元化して管理するための情報システムです。
なので、ここでcreate されたりissueされるものは、部品ではなく、部品のデータですから、部品データを発行、部品データを作成する、と考えればいいのではないでしょうか？

もう少し具体的に、「部品表」の作成、「部品リスト」の作成としてしまってもいいかもしれません

「部品表」では具体的過ぎますね、「部品の構成データ」くらいのほうがいいかもしれません。優柔不断ですみません。
