I will grade my answer in English, so that encoding does not present a problem for anyone.

To begin, I would like to thank both Susan and Yohei for their useful contributions. Especially Susan for her loyal help and Yohei for his generous correction of my still rudimentary command of Japanese style.

I am always pleased when a native speaking Japanese corrects my Japanese in such a way that it reflects exactly what I wish to say. It tells me that I am understandable, provided that I do not speak too much, and turn off the entire Japanese universe as a result! I only wish that more East Asians felt the same about their own ability in English. It would make cross-cultural communication in East Asia so much more pleasant.

I have chosen ejprotran's entry because of its brevity and completeness. Although it suggests a temporal character that many of the other entries do not contain, it appears to come closest to the English fixed expression, when employed in a genuinely political context.

Finally, Susan, the next time I or anyone else enters something with Unicode go to the VIEW, or similar menu, in your browser window and look for a command or command option that deals with encoding. There you will likely find the option UNICODE UTF-8. Click on it, and your browser will download the webpage a second time using UNICODE UTF-8 encoding. I prefer this encoding for two reasons:

1) As an Apple user Shift-JIS often results in moji-bake in the ProZ.com E-J and J-E language pairs.
2) UNICODE UTF-8 enables the listing of both Japanese and Chinese characters on the same page.

I apologize for the extreme delay, but there is a correct moment for everything, and this appeared to be it.
