Am vazut ca termenul mai apare in ProZ, dar in contexte diferite, si parerea mea e ca niciuna dintre traducerile deja furnizate nu se potrivesc in contextul meu.

Inclin sa cred ca, in context, termenul se refera la titularii de posturi, nu la orice angajati. Si-atunci incumbers = titulari, angajati permanenti
