Linkul de mai jos te duce la o traducere, cred eu chiar a documentului din care traduci :)

"Cand evenimente neprevazute obliga Autoritatea Contractanta ***sa actioneze cu o urgenta *** incompatibila cu perioadele stipulate ..."

Cam aşa ceva mă gândeam să-ţi sugerez şi eu (poate chiar şi o variantă mai îndepărtată de textul original, de genul ''"Cand evenimente neprevazute obliga Autoritatea Contractanta să acţioneze mai rapid/repede decât permit perioadele stipulate ...''), dar cum varianta de mai sus e luată 'de-a gata' de pe site-ul respectiv, răspunsul meu nu este pentru puncte.
