I can't say that it's common, but you can say it. Heck, Jack Welch (Former CEO of General Electric) said it! This guy even wrote a book!

If you're married to the term, feel free. Otherwise try another variant. "Becoming obsolete" was suggested and that works just fine.

  -> A big difference: it can be increased - build more plants - but it can't be optimized any more - the production of the existing plants cannot be improved
