The phrase comes from a long list of instructions, dos and dont's with a medical context. However, I'm afraid that I don't have any other information whatsoever; just the instructions and a general medical context.

The shift supervisor then sends the employee home, or the employee is taken ill, or injured. The balance of shift would be the 5 hours, for example because of illness or injury.

Explanation:
This would make sense in a context of dos and don'ts where you get the instruction not to shift your balance while handling something sensitive. I can see this in a surgery environment.

Explanation:
When an employee works for night shifts this period, then s/he must be given day shifts in the next period.

Period length can be one month or one fortnight. One week period is very rare and not good in maintaining rhythm of the work.

neutral  Dave Calderhead: my son works early (8am to 5pm) or late (12noon to 9pm) shifts in 10 day rotations of 3 on 2 off and 4 on 1 off
