Explanation: Just a thought, no idea if it fits your context or whatever, but "communautaire" can be the adjective applied to European Community (now EU, strictly speaking, of course) projects and stuff. So it might mean something like "EU support". Observance may be compliance - all the Petit Rob definitions are based around the reglious sense of observance in English |
