Explanation:
Just a thought, no idea if it fits your context or whatever, but "communautaire" can be the adjective applied to European Community (now EU, strictly speaking, of course) projects and stuff. So it might mean something like "EU support".

Observance may be compliance - all the Petit Rob definitions are based around the reglious sense of observance in English

neutral  Dr Sue Levy (X): Hi Charlie. "observance" in a medical context is "compliance" but for some reason which escapes me the HIV-AIDS people choose to use "adherence" :-)//True, the context is not clear but I did some detective work ;-)

  -> Righty-ho. Is this medical, then? I've not been following the story :-) I saw "communautaire", saw it was posted as "Internat. Dev." & thought - hang on, sometimes that refers to the EU. You can't tell from looking that this is an HIV/AIDS questn :-)
