Tale delega dovra' essere ***conferita con firma abbinata al Direttore Amministrazione e Finanza***"

It sounds to me like a power is being granted to the CFO and that a joint signature is involved, but I have my doubts. Any elucidations welcome :).

"the authorisation must be granted", or the "power must be conferred"
You might like to translate the full title of the finance director with "the Director of Administration and Finance".

A joint signature is definitely involved and the context has to give the other signature, which is probably that of the Managing Director or CEO.
