Thank you everyone for the incredibly helpful answers, references and responses to my questions which I wrote in the decline box. I think floor space area (suggested by shellfrozen san) or rentable area are probably the best.

I could not find official English translations for 容積対象面積 on 国土交通省 site :

nor English difinition of 容積対象面積 on the same web page:

From the context, 基準容積率 may be 建ぺい率 or 容積率 as the meaning described below

建ぺい率 is the ratio between the lot and street-level floor space which is spcified as 60% for residential zone.

容積率 (floor space index/floor space ratio/capacity ratio) is the ratio between the lot and gross/floor area (space) which is specified as 50 to 200% for the fist class residential only zone.

容積対象面積 is the reference area to calculate the building-to-land ratio or 容積率.

For the building-to-land ratio, 容積対象面積 is normally the street-level floor space.

容積率 (floor space index/floor space ratio/capacity ratio) is the ratio between the lot and gross floor area. Therefore, 容積対象面積 for 容積率 is the gross floor area.

延べ面積 is referred to as 述べ床面積 which is the gross or total floor area of building.
