В порядке обсуждения законопроекта «О восстановлении прав лиц, депортированных по национальному признаку» первым делом следует разобраться, кого касается этот законопроект. С 1938 по 1950 годы в Советском Союзе было выселено (депортировано) по национальному признаку более трех с половиной миллионов человек. Первыми выселенными по национальному признаку были корейцы с Дальнего Востока в 1938 г. Причиной их депортации послужило внешнее сходство с народами сопредельных государств, потенциально враждебных СССР. По той же причине были депортированы из Грузии в 1944 г. турки-месхетинцы, курды и др. (приграничная с Турцией территория).

agree  Alex Marshall: "Ethnically-motivated" could also work, but I'm not sure this would fit the context. In fact, we should not expect the all-mightly google to dish out too many hits, since it's no longer a widespread phenomenon, apparently.

neutral  Alexander Onishko: but that's different, in your example nationality = citizenship ||| национальность - that's false friend of translator so to say :) национальность = ethnicity in your language - sad but true :(

  -> Thanks, I should have said, "Koreans were deported based on ethnicity or nationality". I used nationality because the term in the source was национальный rather than этнический.
