I know that this word usually translates as "orderer" or "client" but what sense does that make here??!

Explanation:
This was a solution I used for ´beställare´ some time ago in a text about social work, where nobody was ´ordering´anyone else to do anything, but in practice someone had to take the lead and decide what the others were supposed to do :-)
