Blue Board Rating: Is it for agencies that use ProZ services only?

Greetings!

I am not too much acquainted with the BB rules. Can someone rate an agency that did not use ProZ services on Proz.com BB?
Is this an exclusive feature?

Hi Sandra

You can add any agency in the Blue Board, make sure that you give all the contact details, the more info you give, the better.
The only condition to rate an agency is to have worked for it, but when you haven't worked for it you can add an agency and ask for feedback from other translators.
