if you are thinking of starting a web page, but you are an absolute virgin in the territory - try having a look at this page which I wrote for some colleagues at work who were techno-phobes and who now have their first homepages!
It uses Netscape's "easy to use" Composer as an example, but the basic advice applies equally to other web page writing programmes - even Word.

PS - I will rewrite the bit about uploading web pages when I see how our hosting service handles that here - so it will be sepecifically relevant to ProZers.
