Не очень понимаю значение фразы, это что-то типа "считать выборы завершенными"?

ИМХО тут какой-то симбиоз выражений "to call smth a nicht" and "to call smth off", c двумя f однако....
Не суть, имеется ввиду следуюшее: Трамп требовал закончить выборы (подсчет головос) в ночь, и объявил голоса, подсчитанные позже, недействительными.
