It is considered that "簿膜" is an error in writing, it should be "薄膜". So, "真空薄膜蒸着装置" could be translated into "a vacuum thin layer evaporation (or deposition) device".

膜alternatively translates as layer, membrane or film. I've seen most frequently used as 'film' in industrial applications.

this looks like a device that applies a thin film to a surface in a vacuum.
