He's describing the view of the river:

"der graublaue Fluß-Fries mit dem Wellenrelief, der milchige Dunst des anderen Ufers mit seinen fleckigen Wiesen, wo längst die Jogger *von ihren herumeilenden Hunden eingekreist werden*."

I know what it means, but can't express it elegantly! TIA for any suggestions.

Sorry, 'round' as adverb and verb in the same sentence. Inelegant :-(
