through action regulation

For "Handlungsregulation" I found the term "action regulation" in English (as in "action regulation theory").

Action regulation theory is a tradition that is quite strong in Germany, that attempts to look at how people regulate their work actions so as to optimise their own development and the change of the situation (Frese & Zapf, 1994).

...or maybe you could say something like "through an action-oriented approach" (see below)? (There must be a less awkward way to say it!)

3.1 Action-orientated Learning
The term action implies first a physical activity. The holistic nature of human action, ac­cording to HACKER's action regulation theory, is given when the loop "preparation of the task, planning, execution, controlling (assessment)" is completely and sequentially, correctly carried out. HACKER then terms the action as one that promotes learning.
