Since I don't think that de-hemping is adeguate in this context :D
If you use hemp (cellulose) fibres for windmill wings, I think it's just a matter of removing fibre residue and smoothing the surface in order for the glue to bind better.
Maybe it's possible to find the appropriate word in a text treating glassfibre materials. The principle should be the same.

I have not got any suggestion for the translation but I would like to add that the term 'wind turbine' is normally used in the wind industry instead of 'windmill' as contemporary wind turbines are run by actual (wind driven) engines.

: good point about wind turbines - this applies throughout the industry (in English). Windmills are not often built any more, but Danish does not make the distinction.
