I strongly suspect that you’re indeed translating a Belgian file in which it'd be reasonable to deduce that “werkingsuitkeringen” be rendered as “performance allowance” see also web link.

Any idea what the difference is between 'buiten de werkingsuitkering' an 'op de werkingsuitkering'? Could that be those who do and those who do not receive a bursary?
