This is really a two part question (because I don't understand the second half either), so see my next post also.

I don't see how something can be both necessary and "up for debate," so I assume I am misinterpreting something here. The "Foro" refers to the World Social Forum. The lines that come before this sentence are:

Las ideas de cambio que el Foro incuba vienen, afirmó, de una convergencia incluyente, solidaria e igualitaria. Propuso la idea del Foro como una especie de "Feria de las Alternativas".

It doesn't really mean "necessary" here. What is up for debate is the amount of time to dedicate to each of the different things (Foro, encuentros, lucha and proceso). According to xxx, the proportion of time dedicated to .............. is open to debate".
