I'm having trouble with about every aspect of this sentence, so all the help you can give will be much appreciated. The "Foro" refers to the World Social Forum. The lines that come before this sentence are:

Las ideas de cambio que el Foro incuba vienen, afirmó, de una convergencia incluyente, solidaria e igualitaria. Propuso la idea del Foro como una especie de "Feria de las Alternativas".

If you already think you know what this means, by all means, post a response, but if you want more context, you can read below for my personal assessment of what's going on here. But I could be totally off base, so take it with a grain of salt. Thanks!

My best lead is that the speaker is referring to the simultaneity of the World Social Forum and the World Economic Forum, "encuentros" referring to the latter, but there is absolutely no mention of the WEF prior to this in the article, and I'm not sure why the speaker would refer to one as "foro" and the other as "encuentros." Plus, I wouldn't know how "lucha" and "proceso" fit in. But, it does fit in with the theory that the WSF happens at the same time as the WEF to provide alternatives.

My only other lead is that "encuentros" are happening throughout the entire process of the Forum, but this seems like a fairly pedestrian thing to say, and once again, I don't see how "lucha" and "proceso" fit in.

This is the last sentence in the paragraph. I don't know how tiempos is being used (wish I did). Sorry, not much help. :o(

what is the sentence that follows the one you are asking about? And is tiempo here referring to the forums and encuentros or is it like época?

The first "tiempos" is a bit tricky. I figured out the meaning thanks to the following info:

"El Foro atraviesa su crisis de adolescencia", dijo esa única mujer,

Here is my version of the sentence based on the information given... For xxx, the necessity of combining the struggle and the process with forums and meetings, is up for debate...

or the need to combine the struggle/fight .... is debatable

you could also use times for forums and meetings, but I don't think it's necessary...

I think you could also use "gatherings" for encuentros instead of meetings...

What I interpret, reading your comments and the paragraph, is that the speaker is asking if:, they? should be debating if it is necessary to have the forum and their (hostile)encounters, the struggle and the process(they are in), at the same time. Since the Forum is a “Feria de Alternativas”
I read “encuentros”=enfrentamientos.
Hope this gives you some other ideas.
