It is to do with firefighting, so it could be either or both.

if that concerns inanimate subjects:
тестирование - измерение параметров (толщина, длина, вес, эластичность и т.п.)
испытание - изучение изменений предмета во время демонстрационных испытаний (например, в огне).
if concerns people:
тестирование - проверка теоретических знаний.
испытание - проверка практических навыков.

This is quite vague, but I understand it this way.

Anyway, "testing and trial" sounds pretty much ok to me.
