If not for "правительственный" and "посевной", I'd never think that up. As it is though, it seems quite possible that "Выборный" is not so much about the parcel type as about its purpose/designation.

This is a standard label and has much the same meaning as alex11's answer 'selected cargo', but yes of course it is very different from the 'election materials' idea.
