Für "AFE" (übrigens nicht "authority", sondern "author*ization* for expenditure") gibt es sehr wohl die obige Übersetzung. Während meiner Festanstellung bei der Tochtergesellschaft eines britischen Rohstoffkonzerns hatte ich mit deren Übersetzung fast tagtäglich zu tun.
Der Ingenieur wurde also damit beauftragt, einen Investitionsantrag/Antrag auf Bewilligung der Investition(en) für die Aufwältigung (bzw. ein diesen Antrag unterstützendes Projektpapier) zu erarbeiten. "Authorization for expenditure" wird oft verkürzend für "Request for authorization (for expenditure)" verwendet.
