On the cutting edge only means "using the most recent technology" but the Arabic expression means "High technology in all fields, from the smallest (needles) to the biggest (rockets). In other words, "cutting the edge" lacks the sense of comprehensiveness

من الإبرة للصاروخ is a fixed expression so really للصاروخ should be included in the term

a 'needles to rockets' industry along with/featuring the state-of-the-art technology

Ibrahim Issa's sentence needs to be rewritten, it's messy. a state-of-the-art tech (for the loose "جبارة", literally "terrific") is one thing, a 'needles to rockets' industry is another. it's a Nasserist concept in the era of the postcolonial industerialization indicating manufacturing everything on our own in a close economy system, not in necessarily high-tech (which is limited by definition) or cutting edge. two single inverted commas should be used with such term, for its special meaning in respect to the quoted source.
