I went with "shovel operators," because I imagine they use heavey equipment rather than hand tools, but your explanation helped me see the point, which I was missing entirely. I assumed they were Chile-specific slang terms, probably since "palero" has a unique meaning in Mexico... Anyway, thanks for your help!"
