This is a text about the police system in Ukraine.

"...une deuxième distinction entre les policiers détectives, celle de l'enquêteur et celle du procédurier. Les 11.000 policiers du General Investigation Department sont ainsi les seuls compétents pour mettre en procédure les recherches des 13.000 policiers du Criminal Investigation Department, celles des 2.000 policiers du Drug Enforcement Department, etc."

I'm struggling with how to render "procédurier" - I take it to mean that these are the people who actually bring cases to trial (but don't know if that's right!). A related problem is how to translate "mettre en procédure".

Sorry if I've done the wrong thing - it's just that it is totally bound up with how you translate "procédurier" as I suspect the answer to that will be "those responsible for" and then however one translates "mettre en procédure".

According to Dahl's Dictionnaire Juridique Francais/Anglais, the non-derogatory sense of this term is "...a person who excels in procedural strategy." It seems that it usually refers to an attorney.

The Routlege French-English Dictionary of Business, Finance and Commerce has "procedurier" defined as "procedural." And I found (at the Eurodictom website) "mettre fin à une procédure" which means "terminate proceedings," so a good guess for "mettre en procedure" might be "start proceedings" or "file proceedings" or "initiate proceedings."

those in charge of the procedural process

Ugly construction, I'll grant you that, but not sure if there is a direct translation and I can't see how "procedural" can be used as a noun.
