French term
appréhendé
French to English
Social Sciences
International Org/Dev/Coop
L’axe Nord-Sud, s’il est naturellement appréhendé n’est pas exhaustif.
I can't really make sense of this statement with this term here. I would appreciate any assistance on it.

an open approach to North-South issues/relations
This refers to the non-exclusion clauses of the preceding paragraph where countries like Algeria or Lybia, which are considered as pariah states by some or who are not traditionally part of their area of influence or sphere of actions, will be welcome - "ni exclusivité, ni tropisme geographique."
n'est pas exhaustif means it is "open-ended".

"naturellement" here means "without (political) prejudice"

"will be welcomed", sorry.
There is more than meet the eye here and the sensitive issue of who is acceptable in the club of international North-South cooperation and who is not is dealt with euphemistically in this "naturellement appréhendé".

(understood to be) included
given that 'apprehender' implies understood, i think we could stretch the meaning a little here to translate it as included (caught in the net, as it were). This would give you something like
While the N/S axis is naturally understood to be included, it is not ... (exclusive)
While the N/S axis is naturally understood to be included, it is not ... (exclusive)

: it seems that "naturellement appréhendé" is to confirm the "no exclusion" clause in the preceding paragraph, meaning "inclusive and open-ended" rather than "as included"

comprehended
You are becoming confused because of you are thinking that 'understand' or comprendre refers only to reasoning, while the verb means both to understand and to comprise. This verb has similar meanings in several languages, and comprehended is another possible translation which means both to understand and to include.
It is the same sense of the verb as exists in Spanish, in comprender, which means to understand and to comprehend (include). In fact, the English apprehended can means to be understood, to be included, and to be 'caught' as in apprehended by the authorities. Think of the French y compris, also from the verb comprendre, which refers to something being included, because comprendre, as comprehend and comprender, both means to understand as in reasoning which involves the mind, and to include, as in inclure or renfermer.
so... the North-South axis, while naturally 'comprehended' (included), is not exhaustive.

Discussion
L’axe Nord-Sud, s’il est naturellement appréhendé n’est pas exhaustif. La direction Nord-Est est un enjeu qui importe pour XXX et sur lequel l’association travaille activement.
