الضعف هو ضعف أمريكا اللاتينية: على الرغم من ضعف تلك الدول فهي قادرة على أن تهز الأرض تحت أقدام أمريكا، على عكس البلدان العربية .. وفهمكم كاف! REGARDS:)

I still think it refers to the land and not the peoples. But I agree that the overall meaning refers to the peoples. Though the expression "fragile land" is used in geology, but it is also used in political sense referring to instability and weakness. While for whether it refers to the land or peoples; I think that the word "The Arab World" suggests that it refers to the land. Otherwise, الوطن العربي should be translated then into "The Arab peoples".

I could have agreed with my teacher AbdulRahman Bustani if the arabic term was على الرغم من ضعف سكانها/قاطنيها
