“с прохождением государственной службы”

This is contained is a job description for a department head of a government agency: “решает в соответствии с законодательством Российской Федерации вопросы, связанные с прохождением государственной службы”.
My concern is with "прохождением".

<explanation>

"Прохождение" означает всего лишь "a state of being..." (here: an employee/official), т.е., по сути, "serving as". Так по традиции говорят о госслужащих и военных (не уверен насчет муниципальных служащих).

Переводить его нужно, иначе можно понять как "решает все вопросы, связанные с государственной службой". А столько полномочий не имеет даже Адм-ция Президента.

С карьерой это понятие тоже напрямую не связано. Напр., "проходят службу" в т.ч. солдаты-призывники, которые получают звание рядового и, отбыв 2 года в армии, уходят с этим званием в запас.

Т.е., это просто синоним "выполнения функций/обязанностей"

neutral Alexander Demyanov : I doubt that there is a dept head whose responsibility is to monitor/manage career of a single person.//Actually "career" is wrong. E.g. "прохожд. военной службы" doesn't mean "military career"//On 2nd thought "career" seems close. Still wrong but close.

Don't translate it at all. "Government/state service" should suffice

"Прохождение" just serves to make it clear for readers that in this case "государственная служба" is used in the meaning of "government/state/public service conducted/done by people" as opposed to "government service" as a concept/institution.
