It's apparently translated into English off a Latvian website, which no longer exists; no wonder - it should be "direct*A*bility", unles the world hasn't caught up with itself yet: Sorry, I can't help any further - you have good English dictionaries too!

I think it is "directivity" that is meant

Looks like it to me. The sound pressure calculated at 10m is only an estimate; the real pressures is + or - 3dBA of that estimate.
