We could say "summer is a soft season for book sales" if euphemism is what we're after.
Otherwise, "slow season" would be possible.
Or, you could say "seasonal sales slump in the summertime".

: Sorry must disagree as flat is distinctly different; Market Research is a precise language, not jargon, either. "Very flat" is like "slightly pregnant" - impossible. Flat = unchanged vs. another period; declining = down vs. another period.
