Can't quite work out what they're trying to say here:

It relates to a survey about a shopping centre (SC17). Is it just being used in the sense of "setting up" the target group for the survey, or is there another more specific marketing sense which is eluding me?
Many thanks - it's far too late to even be thinking about this, but today's just been one of those days with more interruptions than work and I'm trying to catch up.....

Put each response choice on a separate line below the question (this will make it very easy to populate the survey later).
