THis term is found in the assembly diagram of a rotation gear spray oiling pipe. I was thinking maybe it could be pail pipe but I can't find it on google. Can anyone confirm? THanks.

Could 管 be a typo for 缶? there are lots of references for "pail can" and also ペール缶 but not ペール管, and it could make sense in your context as well...
