to be liable to say anything over the telecom

Hello! I find this paragraph very difficult, because it's culture bound. I have many questins about it, which I write in different postings.
"At Southwest, gate attendants are taught how to play games with customers, such as guess the weight of the gate agent, name three things to do in Tulsa and who has the most holes in his sock to pass the time if a plane is delayed. Flights attendants are liable to say anything over the telecom. The games are never in poor taste and the winners get a free dinner or a Soutwest fun hat"

So flights attendants take part in the game and are likely to say no matter what on the microphone? I really don't understand.
Could you please help me?

Here they are trained to play games in order to entertain the passengers during delays and may say funny things over the telecom instead of being all serious and matter of fact.

I think gate attendants and flight attendants are the same people here. I have recently been flying overseas and seen a number of times the cabin crew staffing the gate at boarding.

They are allowed to say whatever they want on the microphone (so everybody can hear) in order to entertain passengers
