Hello, I couldn't find a right sense for that phrase. The context of the term belongs to the description of an electromechanical equipment:

"(7)As general criteria, full voltage direct-start switches will control all motors. Variable speed or **smooth start driving** may be used, for *three –phase*, motors of the oil regulator, service air compressors, waste piping and drainage pumps, as well as traveling cranes and gates. "

Arranque suave ... trifásico

Me imagino que eso del "smooth start driving" se refiere a un arranque en el cual las revoluciones van subiendo paulatinamente; en cuanto al three-pahse, tal vez se trate de un error en la redacción del texto; si le quitas la coma te sale un "motor trifásico del regulador..." etc.
