The exchange rate which has been used by the supplier to calculate the offer.

A change to the offered price, resulting from a difference in exchange rates between the time of the offer being made and the time of delivery, can only be undertaken when such an agreement has been made by the parties, and on the condition that the supplier has provided the exchange rate being used and what part of the price offer is dependent on changes in the exchange rate.

applicable rate of exchange

This is definitely an atypical use in this context. But my interpretation is that the supplier must state which rate of exchange will apply, or the rate of exchange on which payments in foreign currencies shall be based (for example (which?) official rate of exchange on the date of payment, or the current rate of exchange published in XX).
