current account overages

The current account overages, the high level of central bank reserves, and the growth of sovereign funds act as "shock absorbers", also mitigating the risk of a full recession.

This section seems to be about USA, so it can hardly be "current account surplus" in the macroeconomic meaning. Maybe "current account" means the same as "cheking account" in American English. (The source text is written in British English).

amounts actually available in current (checking) accounts

You are right, current account in UK English = checking account in US English.

Definitions of overage on the Web:

account surplus

I am REALLY not sure about this but - it may be that the term "currebt account overages" means surplus funds currently held in accounts. I think both Bjornar and Jack are right - I have not heard the term "current account" in a US context before, which leads me to think that it means accounts with excess funds in them - but its really just a thought, hence my low level of confidence in the answer.
