I understand that "licencia de obra" is construction license, but what about "obra MAYOR"? (And what would it's opposite be, BTW?)

It's a whole unit designed to produce electricity by solar power, which is then sold to electric companies. (From what I can gather anyway; there's a specialist who's responsible for the technical aspects of the translation.)

Am I right in thinking that the 'photovoltaic installation' consists of solar panels on a roof? If so, it would definitely need a 'licencia de obra mayor' as it is externally visible.

The 'mayor' is crucial here, as projects which are structural or affect the exterior of a house need a special licence (licencia de obra mayor'). Eg replaceing (no more than 50%) of the tiles on a roof is a minor project, but replacing beams is a major project, as is building an extension, putting in a swimming pool etc.
Example sentence:

Before construction begins, a major works licence must be obtained from the town hall.

General Contractors Lincense / Electrical Contractors License

In accordance with the URL refs that our colleagues kindly provided above, I just suggest this wording, from U.S. legal code.

There are two licences required for the project in the source text. One is 'construction permit' in which the city building inspector reviewed and approved the plans for this building.

The 'contractors license' controls who performs, or manages, the work. He took exams and got a license to contract major construction operations in his field. There are General Contractors (structural), Electrical Contractors, Plumbing ..., etc. falling generally into the same categories as Electrical Engineer, etc.
I hope this helps to find the right context for your source text, as without more context I cannot guess exactly which contractors license would be required for solar-power installations. Luck.
