There are 1340 hits for the full phrase on Google: http://tinyurl.com/6h6gwe. Some appear to refer to staff training but others imply a sort of fine-tuning or testing of the software after setup and configuration. Also, in this context, the ‘knowledge transfer’ is quoted as an extra service.

Most of the Google hits appear to refer to staff training. For a generic contract, this seems more likely than a software that needs to be trained. my2cts :-)

Hallo, Andrew. Can you give any clues as to what kind of software is involved (e.g. voice recognition where the software is "trained" or Trados where the user is "trained")?

system administrator training

Looking at the way this is split, this sounds like the sysadmin training needed to get the software installed and up and running, before you can start on the end-user training. But not well written if so.
