There is a subtle difference between informational and informative. I often see the former in IT-related literature, while the latter is most commonly used in business/legal contexts :)

file an annual information return
Definitions for "information return" appear in the following two dictionaries:
Barron's Dictionary of Business Terms:
One of a number of returns that the only communicate information to the Internal Revenue Service, relevant to tax liability and do not compute the actual liability of the taxpayer or accompany the actual payment of tax.
Black's Law Dictionary - Deluxe Eighth Edition
A return filed by an entity to report some economic information related to, but other than, tax liability.
Below are terms taken from my personal glossary that are commonly used by companies in Mexico and their pertinent translations into English:
declaración informativa - information return
declaración informativa complementaria -
amended information return -
declaración informativa de clientes y proveedores -
customer and supplier information return
declaración informativa de operaciones con partes relacionadas -related party information return
declaración informativa de operaciones con partes relacionadas residentes en el extranjero -
nonresident related party transaction information return
declaración informativa de partes relacionadas -
related party information return
declaración informativa de retenciones del impuesto de la renta y del impuesto al valor agregado por concepto de pagos de honorarios y arrendamientos -
information return of income tax and value added tax withholdings on fees and leases paid
declaración informativa de sueldos y salarios -
salary and wage information return
declaración informativa del impuesto al valor agregado -
value added tax information return / VAT information return
Practically all of the above terms are concerned with "related party transactions", which are a basic element in transfer pricing matters. Observe that the word "return" is used, not "statement" or anything of the sort.
Hope this helps.
