There might not actually be footings, if its a steel sheetpile wall for instance, and if they are dredging the harbour deeper, it would be more than just "repair". Send me to inspect the project site and I'll tell you!

Can't see anything wrong with repairing footings. Yes, maybe they are underpinning - asker doesn't give us much to go on.

Same principle as "footings", but I'm far from sure "footing" is said for post facto work, whereas "underpinning" is by definition post facto (and need not be partial ("pins") as it was originally).

I think that "rempiètement" has to do with the reinforcement of something.

As "rempiètement" suggests, it's an operation of reconstructing the foot/foundation of the wall. In quay walls, this becames necessary because of natural settlement over the years, particularly aggravated by larger ships berthing, or because of scour beneath the quay wall as a result of more powerful engines, or because the harbour has to be dredged deeper to allow larger ships to berth.

Underpinning thus involves building downwards beneath an existing structure. Typically it might be by means of grouting (drilling a hole from the surface and injecting the foundation with cement).
