I am looking for a few creative definitions of this. The obvious one seems a bit dry with the text.

Context: Economic and Social development projects linked to gas pipelines. Note: gas is running from poorer countries to the richer countries of the European Union.

In fact, (whatever's) effects on the living conditions

of the population, above all in the isolated small towns and severe climates, are especially beneficial.

I'm not sure how this could be intepreted much differently without distorting its intended meaning.
